Brass standish, sitting on four small feet with pierced decorated rim of dragons and grapes. The two inkwells have hinged caps, and are made in plain cut glass with a faceted edge to the cap top. The caps and rims of the bottles are brass. One ink bottle has a sliver of left top corner by the cap rim, and a small narrow sliver off one side edge to the base (see close-up images). The other is perfect. Lovely set, very decorative for that corporate desk, or the formal home office. Heavy, good  quality. Would date from around early 20th century.
